The requirements for the Swan Hill medical centre were established in discussions between Local Council, Dolfen Developments and Tristar. These included the location, size and specific needs of the community.</p><p>The long term association between Dolfen Developments and Tristar has ensured that the process for research, development and delivery can occur quickly and efficiently. Tristar was able to obtain the approval to consolidate these medical needs in the area. Dolfen Developments sourced the appropriate location in Swan Hill’s CBD and transformed an existing building into a modern medical facility.</p><p>This facility officially opened in November 2010 and accommodates eight doctors ranging from GP’s to specialists as well as facilities for Immunisation Nurses. The luncheon brought together twelve business representatives from the fields of finance, insurance, real estate and entrepreneurs. Apart from Larry, all the attendees were from metropolitan Melbourne. The luncheon was instigated by the financiers to explore real opportunities for growth and development in regional areas.</p><p>Larry was invited to talk about Mildura and the benefits of working in a regional area which has been growing rapidly in the last fifteen years and continues in an upward trend. The financiers were looking to Larry to explore opportunities based on residential growth, land development, infrastructure with the main focus being on green field site development with access to existing infrastructure. Larry’s focus was to present Mildura as a primary growth area as representative of many regional areas beyond Bendigo and Ballarat.</p><p> The main outcomes of this forum was the demand for community based infrastructure including tourist and serviced accommodation, education facilities, medical centres, nursing homes, retirement villages, commercial based developments and manufacturing. There was also an acknowledgement of the cost and efficiency of developing these on green field based sites as it amounts to faster approvals from a planning perspective.</p><p> Local Council is encouraging community based developments, yet financial and commitment support is generally lacking from state and federal governments. They seem resistant to spending in regional communities beyond the cities which are an easy commute to Melbourne.</p><p> Private developers have an immediate advantage in facilitating these regional developments due to the constant demand for community based facilities generated by population growth.  There is also the opportunity to relocate large private and government departments to regional centres. These businesses can be located in regional areas without incurring any major restructuring of road networks or infrastructure and with out adding any stress to suburban growth.  This is a major contrast to metropolitan Melbourne where infrastructure demands on road, transport, water and power utilities as well as economics play a more interactive role in growth.</p><p> They key to growth in regional areas is simple – it is all dependant on permanent job creation. When job creation occurs, development opportunities are created. It will include services from general practitioners [...]]]></description> <content:encoded><![CDATA[<p><a href="http://www.dolfen.com.au/wp-content/uploads/2011/02/110316.0045.jpg" rel="lightbox[308]"></a><a href="http://dolfen.groovytube.com.au/wp-content/uploads/2011/02/larry.jpg" rel="lightbox[308]"><img class="alignleft size-medium wp-image-312" title="larry" src="http://dolfen.groovytube.com.au/wp-content/uploads/2011/02/larry-293x300.jpg" alt="" width="293" height="300" /></a>SUNRAYSIA’s first medical “super clinic” will open in Mildura at the end of this month.</p><p>The $10 million private medical centre on the corner of Thirteenth Street and Ontario Avenue is right next to the Mildura Base Hospital.</p><p>It is the concept of property developer Larry Dimasi, who has established many buildings in Sunraysia, including the redevelopment of Mildura’s K-Mart store.</p><p>Mr Dimasi described the clinic as “seven buildings in one”.</p><p>It will include services from general practitioners at Tristar Medical Group, radiology, a skin specialist, and a boutique cafe which will offer “special coffee and unique food for patients”.</p><p>“The hospital will complement what the Mildura Base Hospital already does,” Mr Dimasi said.</p><p> “I was aware of a demand for a super clinic in Mildura and responded to that.</p><p style="text-align: left;">“There was a need to upgrade infrastructure and services.</p><p>“Tristar will bring GPs and specialists into the district on a supply and demand basis.</p><p>“The State Government has supported super clinics for a number of years, but they haven’t got too many off the ground because of the red tape they have associated with these types of clinics – they are difficult to put together.</p><p>“It has taken me three years to put this together, in terms of negotiating and dealing with doctors and planning permits to design, construction and implementation of equipment.” </p><p>While portions of the medical centre are open, it is “now in the hands of the specialists to complete their fit-out works”, Mr Dimasi said.</p><p>Indulge Apartments, which is located in the top storey of the building, has been operating since Christmas. </p><p>“It will be for visiting doctors and also for visiting specialists, and general accommodation for the Mildura Golf Club,” he said. </p><p>Mr Dimasi facilitated the development though his businesses.
